The United Nations General Assembly proclaimed 3 December as the International Day of Disabled Persons. The Day was initially proclaimed to commemorate the anniversary of the General Assembly's adoption of the World Programme of Action concerning Persons with Disabilities. The Programme aimed to promote understanding about disability issues and to increase awareness of gains to be derived from the integrating disabled persons in every aspect of political, social economic and cultural life.

The theme for 2007 is: "Decent work for persons with disabilities."

More than half a billion people are disabled as a result of mental, physical or sensory impairment and wherever they live, their lives are often limited by physical or social barriers.

During the past two decades, much has been accomplished in recognition of disabled persons. One of the turning points was the International Year of the Disabled Person proclaimed by the General Assembly in 1981.

The following year, the International Decade of the Disabled Person was designated (1983-1992) to promote "equality" and "full participation" of disabled persons in social life and development.

Observance of the Day offers an opportunity to foster changes in attitudes towards people with disabilities and eliminate barriers to their full participation in all aspects of life.
